Team Leader/Key Expert 1 – Police Sector Reform Expert
  • Description of post: PROJECT: EU - Papua New Guinea Partnership for Good Governance
    COUNTRY/REGION: Papua New Guinea/ Pacific
    ASSIGNMENT DURATION: 48 months
    PROJECT DURATION: 48 months
  • Qualifications: REQUIREMENTS:

    Qualification
    • Post-graduate degree in law, policing, criminology, social sciences, human resources management or related fields.

    General experience
    • At least 12 years' experience working on police sector reform initiatives.
    • At least 7 years of professional experience working with/for central or local bodies dealing with security sector reform and/or law enforcement.
    • Experience in EC aid delivery methods and experience in implementation of EDF projects/programmes will be considered an asset.
    • Specific experience in the Pacific Region, and especially in Papua New Guinea, would be an advantage.
    • Computer literacy, excellent report writing skills and ability to produce quality documents.
    • Excellent oral and written communication skills in English.

    Specific experience
    • At least 6 experiences as Team Leader for the implementation of a development project in the sector of good governance.
    • Previous experience as a prosecutor or senior member of a police service is an advantage.
    • Previous experience in community policing related projects is an advantage.
    • Demonstrated practical experience in designing and delivering capacity-building and institutional-strengthening activities for police and/or prosecutors in matters related to institutional reforms, organizational restructuring/development, change management, integrity, fight against corruption, etc.
    • Demonstrated experience in identifying and designing development programmes with a gender and rights-based approach, notably in the field of governance, rule of law, access to justice and/or legal aid.
    • Demonstrable experience in strategic planning, financial management, and monitoring and reporting.
    • Experience in implementing EU Budget Support Programmes is considered a strong asset.

    • Experience in EC aid delivery methods and at least 3 years' experience in implementation of EDF projects/programmes will be considered an asset.
    • Specific experience in the Pacific Region, and especially in Papua New Guinea, would be an advantage.
    • Computer literacy, excellent report writing skills and ability to produce quality documents.
    • Excellent oral and written communication skills in English.

    Specific experience
    • Previous experience working with prosecutors’ offices on aspects related to judicial efficiency, on improving working processes and procedures, including through ICT software for data and case management
    • Demonstrated practical experience in designing and delivering capacity-building and institutional-strengthening activities for members of the justice systems.
    • Previous experience in revitalizing village courts and other traditional mediation and arbitration mechanisms is an advantage.
    • Demonstrated experience in identifying and designing development programmes with a gender and rights-based approach, notably in the field of governance, rule of law, access to justice and/or legal aid.
