Mid-Term Evaluation of the ARIAL Programme

The  mid-term evaluation of the ARIAL programme by the European Commission and the ACP Secretariat is foreseen in the Financing Agreement between these two institutions.

The main objective of the ARIAL programme, a 9th EDF Intra-ACP programme, is to reinforce the participation of ACP Local Governments, from the national to the international level, in the definition and implementation of development policies especially vis-à-vis the EU. In this way it is sought to enable Local Governments Associations (LGAs) to fully play their political role as foreseen in the revised Cotonou Agreement.

 

The programme has two components with distinct objectives:

§   The first concerns the strengthening of Local Governments associations at national, regional and continental level.

§   The second regards the support to the ACP Local Government Platform (ACPLGP) and aims at reinforcing the Platform to play its role of representation, coordination and service provision to ACP-LG associations.


The overall objective is:

The final evaluation will provide the decision-makers in the ACP Secretariat, the EuropeanCommission and the wider public with sufficient information to:

·Make an overall independent assessment about the performance of the programme, payingparticularly attention to the impact of the programme actions against its objectives;

·Identify key lessons and to propose practical recommendations for follow-up actions.
