Technical Assistance to Strengthen the Capacity for Implementation of National Economic Policies and the EU Development Initiatives including Documentation of the EU Projects in Nigeria

The purpose of the required services is to strengthen the capacity of the Ministry of Finance, Budget and

National Planning (MFBNP) for implementation of key national economic policies and initiatives including

documentation and visibility of EU Projects in Nigeria. The aim of the service is to provide technical assistance

to the Focal Departments of the MFBNP in the aspects of:

(a) economic policy planning, budgeting, project implementation, monitoring and evaluation among other

activities required for the delivery of key national development initiatives of the Federal Government of Nigeria;

and

(b) inspection, documentation and showcasing of works/community projects executed through the EDF for the

purpose of ensuring their sustainability by raising stakeholders’ awareness on their responsibilities; as well as

(c) organisation of capacity building programmes in the fields of development planning, including innovative

modalities and emerging trends in development cooperation and the framework of the EDF.

Team Leader and Public Institutions Expert
  • Description of post: Team Leader and Public Institutions Expert (350 working days in Nigeria)
    The experts will be located at the FMFBNP. He/she will have overall responsibility for the smooth running and timely implementation of the technical components of the project and ensure efficient use of the project personnel. The expert is expected to have the following qualification, professional experience and skills:
  • Qualifications: Qualification and skills:
    - Advanced Degree (MA/MSc/PHD) in any of: Economics, Public Finance, Public Administration, Strategic Management, Development Studies or directly related discipline.
    - A First University Degree (BA/BSc/B.Tech) or its equivalent (HND) in any of: Economics, Finance, Strategic Management, Development Studies or directly related discipline with at least 10 years working experience in the implementation of national economic policies or programmes may be considered in lieu of the advanced degree; and
    - Excellent verbal and written communication skills in English; Proficiency in basic computer programmes (i.e. Word, Excel, PowerPoint).

    General professional experience
    - Minimum of 5 years professional experience in management and/or implementation of capacity building programmes in public sector institutions;
    - Minimum of 2 years relevant work experience in Sub-Saharan Africa; and
    - Previous experience in formulation, implementation, monitoring and evaluation of EU/donor funded programmes would be an asset.

    Specific professional experience
    - Minimum 5 years relevant working experience in at least 3 of the following fields:
    - Public administration reforms including institutional capacity building;
    - Economic Policy, Plans, Programmes and Projects development including implementation in public sector institutions; and
    - Formulation or preparation of institutional and legal framework or process flow for public institutions.

    Building/Structural Expert
  • Description of post: The experts will be located at the EDF Programme Management Unit of the FMFBNP. He/she will have overall responsibility for the smooth running and timely implementation of the technical activities for ascertaining and documenting the current state of the EDF project implementation in Nigeria. The outcome of the activity will be required for achievement of Result Area 3 (Improved monitoring and evaluation, documentation, advocacy and awareness creation for sustainability of the EU-funded projects in Nigeria). The expert must have the following qualification, professional experience and skills:
  • Qualifications: Qualification and skills:
    - Advanced University Degree (MA/MSc/PHD) in any of Architecture, Civil/Structural Engineering or directly related discipline;
    - A First University Degree(BA/BSc/B.Tech) or its equivalent (HND) in any of: Architecture, Civil/Structural Engineering with at least 10 years working experience in the supervision or management and/or delivery of public infrastructural projects may be considered in lieu of the advanced degree;
    - Membership of ARCON, COREN or other nationally recognised engineering or construction body; and
    - Excellent verbal and written communication skills in English; Proficiency in basic computer programmes (i.e. Word, Excel, PowerPoint);

    General professional experience
    - Minimum of 10 years professional experience in the design, construction, supervision or/and management of public infrastructure;
    - Minimum of 2 years relevant work experience in Sub-Saharan Africa; and
    - Previous experience in formulation, implementation, monitoring and evaluation of EU/donor funded programmes would be an asset.

    Specific professional experience
    Minimum of 5 years relevant working experience in at least any 3 combination of the following:
    - Previous work in implementation of community projects like school buildings; water boreholes or systems, health centres, markets, road construction, etc.;
    - Knowledge of cost estimation and quality control areas;
    - Project situation, progress, monitoring and evaluation report writing; and
    - Experience in handling environmental issues related to rural or community infrastructure.

    Media and Communications Expert
  • Description of post: The experts will work closely with the Team Leader and the Key Expert 2. He/she will have overall responsibility for the media and communications requirement of the Key Result Areas 1 and 2. The expert must have the following qualification, professional experience and skills:
  • Qualifications: Qualification and Skills
    - A First University Degree (BA/BSc/B.Tech) or its equivalent (HND) in Economics, Political Science, Social Sciences, Law, Communications, Public Relations, Marketing or directly related field.
    - A Master's Degree in any of these fields above will be an advantage.
    - Ability to communicate excellently in English both orally and in writing is essential.
    - Ability to communicate in two or more major languages in Nigeria would be an advantage; this should be stated as interviews may be conducted.

    General professional experience
    - At least 5 years of experience in a leadership, supervisory or advisory role as He/she will be required to strengthen public engagement and communication of national economic development plans, as well as, the design and implementation of communication and visibility plan for showcasing the EDF Projects to various stakeholders in Nigeria.
    - At least 5 years of experience in the field of media and communications (TV, radio, newsprint, social media etc.).
    - A minimum of 5 years of experience as a Moderator of /Speaker at high-level public events as he/she may be required to facilitate events for showcasing the EDF Projects executed in Nigeria among others.

    Specific professional experience
    - He/she must have successfully managed a team for the organisation of at least 2 public sector communication and visibility activities reported in the media in the last 3 years, such as conferences, campaigns, documentaries, women/youth activities, radio/TV programmes in any of the fields of this contract for any of the following: MDAs, development partners, international organisations, Civil Society Organisations (CSOs). Documentary evidence should be provided and the media source(s) where it was reported.
    - Minimum of 5 years' work experience in Nigeria for a good understanding of the Nigerian people and culture, as the role entails appealing to a wider audience of policy makers, as well as community/traditional leaders.
