EU Election Expert Mission (EEM)

Overall objective:

To assess the electoral process, which should include:

  • The general political and human rights situation, including the potential for electoral violence;
  • The respect of fundamental freedoms necessary for the conduct of democratic elections¬†(freedom of association, freedom of assembly, freedom of expression);
  • The legislative framework governing the election process, including complaints and appeals;
  • The composition, structure, performance, impartiality and preparedness of the election administration, including the degree of confidence it enjoys among the main political actors and citizens;
  • The electoral campaign and campaign finance;
  • The coverage of elections in traditional and social media;
  • The voter registration;
  • The boundary delimitation;
  • The party and candidate registration;
  • The security aspects of the electoral process;
  • The use of electoral ICT systems (if applies);
  • The participation of women in the electoral process
  • The participation of ethnic and religious minorities, rural populations, the illiterate;
  • The participation of disadvantaged groups;
  • The participation of civil society in the election process and domestic election observation;
  • Inventory of EU and other international support to the election process;
  • The voting, counting, tabulation and result transmission;
  • Other aspects relevant to the election process.
