Mid-term Evaluation of ENI/2018/398-605 and ENI/2018/404-370 in Ukraine
- To provide the relevant services of the European Union and the interested stakeholders with:1) an overall independent assessment of the past performance of the EU Support to the East of Ukraine: Recovery, Peacebuilding and Governance and EU Support to the East: FinancEast, paying particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results; and 2) key lessons learned, conclusions and related recommendations in order to improve current and future Interventions.
- To understand the performance of the interventions, its enabling factors and those hampering a proper delivery of results in order to a) adjust their design or implementing modalities and b) inform the planning of the future EU interventions in the same sector. The evaluation will also serve to assess the complementarities with the follow-on phase planned to start in early 2021 under the EU4Resilience programme.
The main users of this evaluation will be the Delegation of the European Union to Ukraine (Operations Section, Political Section, FPI and ECHO) and the SGUA at the European Commission.
